THE ONLY NUDES ALLOWED AT PIRATE’S COVE ARE SEA LIONS

Nudists lost 9 to 1 Thursday when the state Coastal Commission voted to close their favorite Malibu beach at Pirate’s Cove to give sea lions a chance to use the beach.

The decision reversed an earlier action ordering the beach left open to the public and resulted from a study by the Department of Fish and Game claiming the beach had been used by sea lions as a haulout area in the past and could be again if the public was kept away.

The commission’s action allows the Department of Fish and Game to close the beach to any use except walking across it to reach the rocks outcroppings and tidal pools at the base of the point.

The department sought the right to completely close the beach, but the commission, which has expended much of its energy opening beaches to the public, found that such closure would violate the state Constitution.

The commission also allowed the Fish and Game Department to close the top of Point Dume above beach long enough to allow vegetation to grow back, after which a public bluff-top trail will be open. The permit also requires that access to Dume Cove Beach remain open. The state bought the property as a natural preserve in 1978.

The only commissioner to vote against restricting use of the beach was Mary Henderson, who said she would prefer the Fish and Game Department to present the commission with a choice of locations for sea lions haulouts and let the commission choose the best.

Beach Parties, Open Houses, Maybe a Test-Case Clash…

Oshkosh, Wisc. – “We can no longer have our civil rights stripped from us,” says Lee Baxandall, the founder and coordinator of The Naturist Society, headquartered in Oshkosh, Wisconsin.

“Civil rights are the mark of citizenship that in 1984 distinguishes the United States from a dictatorship,” he adds. “And surely one mark of individual liberty that should not be denied to citizens is freedom of dress code.”

Freedom also to be undressed? “Certainly,” he replies. “If freedom of dress is meaningful at all it must include the right, in appropriate social circumstances, not to be clothed. Otherwise, it’s as if everyone is in uniform and the scope of debate is only whether you prefer olive-drab or blues –even for civilians.”

Shaping up for National Nude Weekend in 1984 are beach parties at remote traditional nude beaches; canuding; open houses at nudist resorts; and perhaps defiance of an ordinance newly passed by Accomack County supervisors in Virginia, intended to shut down a popular nude beach at the Assateague National Seashore.

A focus of this year’s celebration will be shirtless rights of women, commemorating fifty years of this freedom for men; and a drive for the acceptance of breastfeeding without shame among nursing mothers.

The National Nude Weekend was born eight years ago on the sands of Cape Cod National Seashore, Massachusetts, after an Assistant Secretary of the Interior set his sights on banning nudity entirely from federal lands. There never had been a federal law to prohibit nudity (although disorderly conduct may be cited to stop provocative behavior).

The popular nude beach on Cape Cod was threatened with abolition by the Interior official’s announcement. Many nude beachers vowed they’d make a stand, right where Henry David Thoreau had walked the beach and skinnydipped many years before.

Demonstrations were mounted against the government’s venture into a new field of repressive lawmaking. Thousands turned out to go nude in defiance of once-friendly rangers now armed and mounted on horses. The public and media largely sided with the beachers. The demonstrators prevailed.

The idea of a national ban was set aside and, a couple of years later, the Dept. of the Interior was saying that nude recreation is a “legitimate activity,” one bound to grow.

Grow it has.

Despite the occasional need for new demonstrations, legal action, and educational drives, a national climate of acceptance for social nudity has widely developed.

Baxandall’s World Guide to Nude Beaches & Recreation (Crown Publishers, 1983) lists and offers directions to hundreds of beaches, clubs, quarries, rivers, sandpits and other sites inside and outside the United States, that have become the “watering holes” of a way of swimming, sunning and exercising which millions consider more rational and fun than the identical activity conducted in wet, costly but “stylish” swimwear.

A Gallup Poll was commissioned by The Naturist Society in 1983. It found 72% of the American population in agreement that nude beaches are okay when at an acceptable site.

15% responded to the pollsters that they’d tried nude recreation in a group setting – surprising even The Naturist Society spokesperson.

Some who prefer nudity at their recreational “dress code” choose a club atmosphere –where security is high, and lodging, a restaurant, deck and pool, tennis, volleyball courts and other amenities are provided.

Others –who call themselves naturists rather than nudists –head for remote Californian, Texan or Wisconsin beaches, the lake country of Minnesota or Maine, the forested rivers of New Jersey or Oregon, or perhaps a solitary trail in Utah or Missouri.

The direct sunlight in a country-club atmosphere is enough for some advocates. Others seek a more strenuous program of getting close to nature. There is crossover.

All of today’s nude recreation advocates, however, are impatient with media and law that do not recognize the right of consenting adults and families to be nude rather than unthinkingly in conformance with a social uniform.

For decades clubs fought to be free of harassment at their private camps. Many state and county lawnmakers held that government had an interest in keeping the B.D.V.s on the taxpayers in their most remote club grounds.

Nudists spent long hours in the courtrooms, but they succeeded. Government gave up trying to dictate dress code in this realm of privacy. Now it is the turn of free beaches to demonstrate that privacy of dress-code choice extends also to certain remote public lands where everyone consents to no clothes as the best dress.

The skinnydipper beaches are likely to also have been targeted for development by realtors.

No wonder the naturists and nudists wonder if skinnydipping –as all American an institution as baseball and apple pie –can survive the year of Big Brother, the era of total land-use surveillance and citizen habit control.

Some of the answer should be given on the July 14-15 weekend.

REPORT OF THE PRESIDENT ALAN MCCOMBE FOR THE 1982 CONGRESS

A World Congress must be both at a time for looking back and a time for looking forward. What have we done since we all met together last last? What successes have we had? What did not go as well as we had hoped? More important in my view, where are we heading?

I expect most of the federations here today will have reported continuing growth, with more and more clubs, holiday resorts and beaches, even in countries where attitudes had been such that we feared that naturism would never be able to prosper. We all hope, of course, that this trend will continue, but where will it end?

We were all brought up in an age when certain parts of the body were generally thought of as “dirty” or “rude”, to be kept covered up, particularly in mixed company. Yet this seems only to be an invention of the nineteenth century. True, before then, nobody saw the benefits of sunbathing as an activity that could do wonders for physical and mental well-being, but there was a frankness and an acceptance that the human body came in two basic models that is only now returning.

People went swimming long before the invention of the bathing costume. Are we going to see a return to general nudity on the beach, and if so, how will the organized naturist movement face up to it?

We are meeting in a country which has, by and large, not yet succeeded in facing up to it. In Florida (as, to be fair, in many other places) public nudity is illegal. The attitude of many of the club owners has been to support this law, because to direct people off the beaches and into the clubs is good for their business. But is it good for naturism? How much better would it be for them to join in a campaign to free beaches from such laws, so that those who wished to bathe naked could legally do so?

Time and time again, we have met active naturists whose first encounter with nudism was on a free beach, but who were so taken by the delights of nudity that they wanted to the regular company of like-minded people and joined, or even formed, a club? Truly, the clubs have nothing to fear from the free beaches, at the present time at least.

I made that last qualification because the time may well come when nudity may be legal anywhere. This does not bring about a licence to have sex where you like, with whom you like and with the whole world looking on, but, at least, one day if you want to dig your garden nude, ride your bicycle nude or play tennis nude on a pubic court you may be free to do so. Will people then be willing to pay to go to a club?

My own feeling is that the clubs would survive, though their character would be bound to change. Man is a gregarious animal, and, whilst there are many camping, cycling or tennis clubs already, there are very few clubs other than the naturist clubs which set out to offer a range of activities for all age groups, all standards of achievement and based on the concept of the family.

If you think I am getting over-imaginative and over-optimistic let us go back to the present and the immediate past.

During my term of office, our Cashier and Vice-President, Karl Ricker, died. He was a great loss to us, not only as a personal friend but also as a hard worker for our cause. I must, however, thank Roger Pallemans and the staff our our Secretariat for so capable taking over where Karl left off. Fortunately, Karl was so conscientious that there were few problems outstanding.

Karl’s death did, however, make us think that there ought to be some means of filling vacancies in the Central Committee between Congresses. Our Statutes Commission boe this in mind and has worked hard to produce our new Statutes, which we shall be putting before you for approval. They have received unanimous support from the Central Committee and I trust you will accept them. No major new principles are contained in them, but they have taken into account the motions passed at various Congresses since they were last amended, and we have taken the opportunity to codify many of the customs according to which we conduct our meetings. One problem with any international organization is that different member countries have their own way of doing things, and we have to find methods which all will find acceptable. In this we took account of the procedures used by other organizations such as the European Parliament.

As I said, each country has its own way of doing things, and this is very evident in the structure of the national federations. No two are the same, any more than any two people are the same. For some, putting into effect the decision to universalize the INF stamp was very easy. For others, such as my own, it took a lot of persuasion and a lot of time, Nevertheless, it was well worth it. Not only has it put the INF’s finances on to a firmer basis, but it has helped the federations to sounder accounting methods as well. Only one federation still has not managed to fall into line, the Austrian federation, about which a motion will be put before you to ratify the decision made by the General Committee in order to help it out of its problems.

Naturism tourism continues to expand, with more countries opening centres to attract our members. Spain is now very much on the map as a naturist country, and we are hopeful that Greece may be following shortly. Our relations with some tour operators are excellent: with others, unfortunately not so good. It is a pity that the latter the feel that provision of naturist holidays is something that the INF need not concern itself over, and while they are glad of the profits our members bring they are not willing to help the INF in its work by any form of financial support.

Nevertheless,, such firms are in a minority, and, on the other hand, those who are accepting associate membership in accordance with the scheme we have worked out show by their help to us that they do appreciate the value of a strong and active movement.

I do not propose to go into detail over our activities, or about our finances. My very competent First and Second Vice-Presidents will deal with these. I would just like to say, however, that I have found the Central Committee a joy to work with. In 1980 you elected a group of people, all different, but equally dedicated to the naturist movement. Our meetings have been happy ones and we have worked well together as a team. In this we have been greatly helped by Robert Lambrechts and the staff in Antwerp, by Hilde and Kattie, who type the letters and by François and his team of interpreters. We were greatly alarmed about Robert’s health last winter, but we are pleased that he has recovered in time to come to America.

We have worked hard for you; thank you for giving us the opportunity to do so. We want no personal glory; we are glad to have had the chance to do our best for the movement we all support.

THE IMPACT OF FREE BEACHES

INTRODUCTION

The increasing number of free beaches, where all comers may swim and sunbathe without clothes without having to belong to a naturist organization, has led some of our federations to wonder whether the beaches are of general advantage to the movement as a whole or are likely to diminish the usefulness of the federations.

A letter was sent to all federations in whose countries such beaches were known to exist, in order to find out what experience they have with them. Unfortunately, by the time this summary of replies was prepared no word had been received from the NFN or from the ÖNV, concerning the beaches on the Danube and the Austrian Lakes. Three questions were asked, raising the major points at issue.

WHAT IS THE FEDERATION’S ATTITUDE TO FREE BEACHES?

The answers to this question showed a clear division of opinion. Most federations actively supported the idea of free beaches and campaigned for them, although both the British and the French stressed that any positive action that they took could only be in connection with the official beaches. As responsible organizations they could not be seen to be encouraging law-breaking by the use of beaches which had no blessing from the authorities.

On the other hand, the Danish federation gave no support to the beaches, largely because they were so common in Denmark and there was no need now to fight for them. They left all publicity for them to the national and local tourist offices. The Americans had no policy, as a federation, of fighting for free beaches. This was left to more-or-less independent beach groups and individual campaigners.

DOES THE EXISTENCE OF FREE BEACHES ENCOURAGE RECRUITMENT TO THE CLUBS?

Here again, a minority opinion was expressed by the Danes and the Americans. Elsewhere, the beaches were seen as what the French called ‘a valuable nursery for naturists’. In France and Britain there are now clubs which have been formed merely to bring together the users of particular beaches, although in Britain they have not yet sought membership of CCBN. The ANF said that some of the older clubs were apprehensive of the beaches, wondering whether they might lose members to them and this fear was expressed more forcibly by the Americans, where a high proportion if the clubs are owned or run as business by people who see easily available nude bathing as a threat to their livelihood.

The Danes run a publicity campaign to attract beach users in the clubs, but this failed completely, possible because many public beaches where nakedness is allowed had better facilities, such as toilets and cafes, than the clubs are able to offer.

WHAT IS THE RELATIONSHIP BETWEEN THE FEDERATIONS AND THE PUBLIC AUTHORITIES AND HOW DID IT COME ABOUT THAT THE BEACHES WERE ALLOWED?

Whilst everybody attempted to answer the first part of this question, in general the second part was ignored or overlooked. It seems, however that virtually everywhere that official beaches have been created there are excellent relations between the local authorities and the national and local naturist organizations. On the other hand, it is not easy to say whether bad relations result from a lack of beaches or whether it is the distrust of naturism that stops local authorities from providing them. Most likely the latter is the case.

The prevalence of beaches in Denmark now leads the Danes to feel that they have no need to have any form of relationship with the local authorities; in America no need to set up friendly cooperation seems yet to have been thought necessary.

CONCLUSIONS

The majority of the federations have found that free beaches have been useful extension of the facilities available to the naturist and have introduced a great number of people to our way of life, resulting in increased club memberships. On the other hand, the different attitudes of the Americans and the Danes deserve considerable consideration.

Does the Danish situation point to what will happen in other countries when nudity is a commonplace and when the battle for the beaches has been won? Do people go to our clubs for companionship, or merely to take their clothes off? Naturist clubs offer more than sports and camping facilities; they offer a way of life.

In America, the position is altogether different. Whilst people are campaigning for free beaches as hard as anywhere else, by and large they have formed into groups outside the main stream of organized naturism, which sees them as rivals and business competitors. Experience elsewhere would show that these fears are groundless, and perhaps one of the things which this survey may achieve will to be encouraged more formal participation in the campaign.

REPORT OF THE PRESIDENT ALAN MCCOMBE FOR THE 1984 CONGRESS

The past two years have been busy ones for the INF, and fruitful ones for world naturism. The euphoria of a highly successful congress at Cypress Cove was soon dispelled, however, by our fears for our General Secretary, Robert Lambrechts, whose illness resulted in his death in December 1982. It had been largely through his work that the INF had become what it is today, and we shall always treasure his memory.

Robert’s death made it necessary to find not only a successor, but also new offices. We were fortunate in finding Gerda van der Sijpt, who has a long experience of international naturism, and, living in Antwerp, made it possible for us to keep our office in that city and retain the services of Kattie Wanten.

I must thank Karl Dressen, who is responsible for the Secretariat, and particularly Roger Pallemans, for the many hours of work that the move involved, and for the great success that having our own premises has been. I know there were some who thought we should have moved to a larger city, or perhaps to another country, but I still feel that our decision was justified, in the light of conditions as we saw them, and of subsequent events.

Naturism continues its inexorable advance. In Greece it has been legalized, even if as yet no Greek naturist federation has been formed. In France, the FFN has at last received official recognition by the government. Countries with free beaches are becoming the rule rather than the exception, and ‘free’ naturism inland, outside the confines of the clubs, is not unknown in many countries.

It was this advance that made me wonder where it would all end.
Not long before I was born, a man took off his shirt in a London park and was arrested for indecent exposure. Now it is considered the natural thing for a man to do on a hot day, and often for a woman to do as well. In some countries, people are starting to take off all their clothes in public parks, or at home in their gardens, where still the neighbours can see. Are we going to reach a stage where total nudity has total acceptance?

In London we have a branch of an Iranian bank. It has just decreed that all female staff, even if European, should wear Moslem dress, so as not to offend the customers. At least it is allowing the woman to go unveiled. To a strict Moslem, however, the thought that a woman should expose her face in public is shocking. We, on the other hand, have accepted the sight of the female nose, mouth and cheeks for generations without number.

Western civilization, nevertheless, is only just beginning to accept the sight of the rest of the female body, or of the male, for that matter, but the climate is changing and it may well be, even before we expect it, that if we want to work nude in our gardens, play tennis nude on public courts, swim nude, ride bicycles nude, or just lie in the sun nude in the park, we shall be able to do so, when we like and where we like.

What, I ask myself, will then be the role of the clubs? Will there be any need for them as such? Will the naturist movement just die away, like the various bodies who in their time campaigned for votes for women? Or will there still be a need for the naturist club, with its friendliness and its togetherness? There are those who will strongly put forward this view, not least because naturism is, to them, far more than just going naked. It is, as we decided at Serignan in 1974, a way of life, in harmony with nature.

There is no doubt, however, that whatever naturism may stand for in the golden days ahead (if golden days there are), it will be a different naturism from that which we still see today, sometimes introspective, sometimes persecuted or dreading persecution, and often on the defensive. What it will become remains to be seen. I look to this Congress to consider the matter. Where we are going is at least as important to us as where we have been.

KARLWILLI DAMM : A SHORT BIOGRAPHY

For more than fifty years he had been a member of the naturist movement and justifiably is among the founders of the post-WWII German naturism. He was a teacher and due to his hobbies, heraldry and genealogy, the insiders knew him well.

He was born in Kassel on November 8, 1908.

He first practised naturism still a student at Klapportal on the island of Sylt in the North Sea in 1925. On July 11, 1927 he joined the naturist movement. From 1928 to 1933 he belonged to the "Liga für freie Lebensgestaltung" (League for Free Structure of Life).

As a representative of the naturist movement he got problems with the Gestapo in his hometown Kassel and was warned; later, in 1935, he was transferred, as a teacher, by the national socialists’ administration to the Dutch border due to his political unreliability.

He did not join the Nazi-controlled "Bund für Leibeszucht."

He served on the Eastern Front from 1941 to the end of 1942. After his return he married Hildegard Tamm on 5 May 1943, who borne him three children: Rainer (b. 1945), Gesine (b. 1946), and Jörg (b. 1951).

After the end of the war in 1945 he tried to build up a new democratic naturist organization together with his old friends, above all with Erhard Wächtler (1901-63). In 1948 he registered the local naturist club in Kassel and a year later he founded also in Kassel a German umbrella organization, the DFK, and he became their first president (11/1949-7/1950). He led the German naturist youth from 1955 to 1959.

In addition he led the "Arbeitsgemeinschaft der FKK-Lehrer und Erzieher" (The Study Group of Naturist Teachers and Educators) and published their magazine Der Erzieher von morgen (The Teacher of Tomorrow) (1955-64).

He founded an own insurance for the DFK, led journeys and meetings on the international naturist level and also worked as a publisher. He attended the INF World Congresses in 1951, 1952, 1954, 1956, 1960, 1962, 1964, 1966, 1972, 1976, and 1982.

"Internationale FKK-Bibliothek"In the mid-1960s he quarreled with other naturist leaders and temporarily fell into oblivion; however, during his “forced withdrawal” he built up the (International Naturist Library) in Kassel, one of the largest naturist ibraries in the world. Differences were settled in the early 1970s, so Karlwilli came back to the DFK and in recognition of his services he got their badge of honour, the golden ring of the DFK in 1975.

In the last years of his life he gave his undivided attention to the library.
Together with Charly Strässer (1900-89) he published the book Nacktkultur im alten Berlin (Naked Culture in the old city of Berlin) in 1981.

He died on March 7, 1983, at the age of 73.

TOWARD ASIAN NATURISM

A message to the Antiparos Congress

Fly from Athens to Honolulu, then south to Auckland, west to Capetown, north back to Athens. You will have circled most of the world's people many of the best tropical beaches -but very little of naturist activity. While naturism flourishes in Europe and North America, prudery stifles the human body in most of Africa, Asia and the Pacific -even among peoples whose traditional culture included semi-nudity. In this vast region, nude beaches (or even more topless beaches) are largely limited to outposts of Western culture.

But now we see the beginnings of indigenous Asian naturism in India, where Mr Sudhir Surti plans to build α naturist sun-club near Bombay, and Ms. Savithri Rego braves harsh criticism to display her naturist paintings in Bangalore.

We can look forward to the day when your Athens-Honolulu-Auckland-Capetown-Athens flight will encircle many naturist movements!

Mr Holm will attend the Congress and deliver a speech on the naturist press of the eighties in comparison with the one of the late fifties and early sixcties.

INF PRESIDENT'S SPEECH ON ITS THIRTIETH ANNIVERSARY, ANGISTRI ISLAND (GR), SEPTEMBER 1983

Dear Friends,

It is hard to express my pleasure at being able to be with you today and to be able to tell you that the Adam and Eve Club has been formally recognised by the INF.

The arrival of an official naturist organisation in Greece is something which we have been forward to and working for for many years.

Naturism has, of course, existed ever since man had skin. It certainly existed before man had clothes. We have not always had the urge to cover up our bodies, except when it has been necessary to protect them from cold, heat, thorns, the bites of wild animals and other dangers of that nature. As man became more civilised, so clothes bcame more important, aa a means of decoration or to demonstrate his wealth or position in society perhaps. Certain parts of the body became taboo, to be covered up and only to be shown on special occasions or to particular people. It is odd to find, however, that not every society has agreed as to which parts of the body these should be. Even in the moslem world today, it may be more important for a woman to veil her face than to keep the rest of her body out of sight.

This reminds me, incidentally, of the two university professors who were sunbathing nude together on a lonely beach, when along came two ladies. The professor of mathematics hastily put a towel round him. The professor of logic also reached for a towel, and put it over his face. After the ladies had gone by, the professor of mathematics asked "why did you do that?" and the professor of logic answered "Most ladies recognize me by my face."

Nevertheless, I should be serious. Your country was the cradle of our western civilisation. Throughout Europe, museums are full of relics of the glorious Greece that used to be. Perhaps too full, but this, I think, is neither the time nor the place to discuss that. The old Greek sculpture, and the drawings on Grecian urns show clearly that it was what the ancient Greeks wore clothes for protection or decoration, but when it came to sport or hard manual labour they had no compunction at all about taking them off.

I would like to think that we will be returning to a similar golden age, an age when we can wear clothes because we want to, and, if we don't want to, then we just don't wear them.

There are those who will be opposed to this idea, and this we must accept. We have to respect the fact that they may not agree with us but there is no harm in trying to make it clear that their objections may be based on misunderstanding. In particular, in my country as well as in yours, there are those who feel that men and women who go naked together must be immoral. Those who have actually visited a naturist club will, of course, know that the reverse is the case and that the general standard of behaviour of members of our movement is better than that common in the sick society of today. A girl in a bikini is, as we all know, far more tantalising than one who is completely nude.

There are those who claim that naturism is contrary to Christian teaching. As a practising Christian I would dispute this. The disciples fished naked in the Sea of Galilea. It was warm, it was hard work and they saw nothing wrong in it. Theirs, too, was a clothes-optional society. It was only a few years ago that the Roman Catholic bishop of Rotterdam, concerned at the number of members of his flock who were joining naturist clubs, commissioned one of his clergy to look into the subject. Much to his surprise, the report he received said "Naturism is wonderful. There is nothing wrong with it-- in fact I've joined the club myself!"

Obviously, the warmer and the sunnier the climate, the better the facilities for naturism will be. Nobody can avoid noticing the millions of my countrymen, as well as the Germans, the Swedes, the Dutch and so on, who come south to Greece, Yugoslavia and other Mediterranean countries for their holidays because they have been so starved of sun at home.

International tourism has become a very potent feature in world trade, and we must give the Yugoslavs credit for having appreciated the position some years ago and having seized the opportunity to set up so many holiday resorts where clothing need not to be worn and where the sun can be enjoyed to the full. This cannot but have been to Greece's loss, and to open holiday resorts of a like nature in your country can only be beneficial.

The INF is, of course, very much responsible for encountering international travel and friendship. We are all members of the human race. We are all brothers and sisters. We all, I hope, are friends and, if the naturist movement can in its way do something to further world peace, that alone is something of which we could be proud.

Thank you again for inviting me here. I wish Greek naturism every success in the years to come.
